Should we hire a US agency or an offshore development team?

A US team is the better buy when the hard part is deciding what to build, because that happens in conversation, on your clock, with one firm answerable for the answer.

Why is offshore development cheaper, and when does that stop being true?
The hourly rate is genuinely lower, and on a like-for-like comparison of hours nobody beats it. It stops being cheaper when the requirement changes, because every misunderstanding costs a round trip and a rewrite.
